Our top pick under $1,000 a night is Conrad Maldives Rangali Island, from $700 a night as of September 2026 — the cheapest route into a Maldives overwater villa anywhere in our registry, scored 9.1, and the right answer for a couple who assumed the Indian Ocean started at twice this. The budget pick is Round Hill Hotel and Villas at $400 a night for the room, the lowest per-room luxury rate we publish and a 9.1 in its own right. If you want the rate to cover the whole week rather than just the room, Grand Velas Riviera Maya at $650 per person per night is the complete all-inclusive answer at the ceiling.

A thousand dollars a night is the most interesting price point in luxury travel, because it is exactly where two different products overlap. It is the top of the all-inclusive range, where the rate covers every meal, every drink and the gratuities. It is also the bottom of the room-only luxury range, where you are buying the hardware — a plunge pool, an overwater deck, a villa with its own staff — and paying for food on top. Those are not the same holiday, and the headline rate will not tell you which one you are looking at.

So this page ranks both, and prints the basis on every row. Three of the seven quote per room per night, which is what most people mean by under $1,000. Four quote per person per night, which doubles for a couple — and we say so in each entry rather than burying it. Every figure is the dated starting anchor this site already publishes, as of September 2026, and every row carries a live Check Rates link because real pricing moves with season and availability.

At a glance

Compare on the rate basis first — per room or per person — then on whether meals are inside the rate, then on the flight. The price column states the basis for every row.

Every “Check Rates” button opens live availability for that resort on Expedia. Rates as of September 2026. Always verify current pricing.

How we chose

We took every resort for which this site publishes a dated starting rate, kept the ones at or under $1,000 at that anchor, and ranked them on what the thousand dollars actually buys: the room product first, then whether food and drink are inside or outside the rate, then the cost of getting there. We did not research new prices for this page — every figure is an anchor already published elsewhere on this site, so the band holds across our coverage. All seven entries carry a full scored review and our rubric number; rates are low-season starting anchors rather than quotes for your dates.

#1 · Best overwater under $1,000

Conrad Maldives Rangali Island

Conrad (Hilton)

9.1/ 10

The cheapest overwater villa in the Maldives we score, at $700 a night for the room. For a couple who thought the Indian Ocean was out of reach.

This is the entry that justifies the page. Our Maldives coverage runs from $700 to $2,400 a night, and almost everyone searching at this price assumes the Maldives begins somewhere above the ceiling. It does not: Conrad Rangali anchors at $700 per room per night as of September 2026, scores 9.1 in our full review, and puts you in a genuine overwater villa over a South Ari Atoll lagoon — the same product people pay triple for two atolls north.

South Ari is also the best-known whale-shark water in the Maldives, which is the argument for this resort over a cheaper beach villa somewhere closer. The resort runs across two islands joined by a footbridge, which gives it a dining and facilities bench that single-island resorts at this rate cannot match.

The catch is everything outside the room. The rate is room-only at the anchor, and Maldives food and drink is the most expensive of any destination we cover — our meal-plan guide exists because the plan you choose can move the week by thousands. The seaplane or domestic-flight transfer is a separate and significant cost, and the journey is twenty-plus hours from the US East Coast. Price the whole trip, not the villa.

The good

  • The cheapest Maldives overwater villa in our registry, at $700 per room per night
  • South Ari Atoll — the best-known whale-shark water in the country
  • Two islands joined by a footbridge, so the facilities bench beats single-island rivals at this rate

The trade-offs

  • Room-only at the anchor, and Maldives food and drink is the most expensive we cover
  • Transfer is a separate, significant cost on top
  • Twenty-plus hours from the US East Coast — the flight is the real budget line

#2 · Best suite product

Rosewood Mayakoba

Rosewood

9.3/ 10

A private plunge pool in every one of the 129 suites and a butler with every one of them too, at $675 a night. The best hardware per dollar on this page.

Rosewood Mayakoba is our highest-scored property under $1,000 at 9.3, and it wins on coverage rather than on any single feature. Every one of the 129 suites has a private plunge pool — not a top tier, all of them — and every one has a dedicated butler, which is why it ranks second on our butler-service roundup behind only a two-butlers-per-villa Sandals category. Some suites add a second pool on the roof.

It sits in the Mayakoba lagoon complex on the Riviera Maya, reached by boat through mangrove canals, which buys a seclusion the beachfront strip does not have while keeping Cancun International about forty-five minutes away. For a couple who want the room to be the reason, at a four-hour flight rather than a twenty-hour one, this is the pick on the page.

The catch is that $675 is room-only, in a destination where the alternative at the same money is a complete all-inclusive. Add a week of meals and drinks at Rosewood prices and the comparison with Grand Velas below changes shape entirely. The lagoon setting also means the beach is a short internal journey rather than a step off your terrace.

The good

  • A private plunge pool and a dedicated butler with every one of the 129 suites — not just the top tier
  • Our highest-scored resort under $1,000, at 9.3
  • Mangrove-lagoon seclusion with Cancun International about 45 minutes away

The trade-offs

  • Room-only: at this money in Mexico you could have a complete all-inclusive instead
  • The beach is an internal journey from most suites, not a step off the terrace
  • Rosewood food and drink pricing makes the week materially more than the headline

#3 · Budget pick — cheapest that still does the job

Round Hill Hotel and Villas

Round Hill

9.1/ 10

The lowest per-room luxury rate we publish, $400 a night, and villas that come with their own cook, housekeeper and butler.

This is the budget pick: $400 per room per night as of September 2026 is the lowest luxury anchor we publish on a per-room basis, and it comes attached to a 9.1 score and a product nothing else on this page offers. The villas come with a household — a cook, a housekeeper and a butler of their own — which makes Round Hill the one entry here that works for a group or a multi-generational family rather than a couple.

Because the cook is yours, the economics invert: you buy groceries and the villa staff cook them, which for a party of six or eight lands well below any per-person inclusive rate for a comparable week. It is the only resort on this page where scaling the party up makes the per-head number go down.

The catch is that the rate is room-only and the villa product is where the value is — a hotel room at Round Hill is a different and less compelling buy. Montego Bay is a working city rather than a resort strip, and the property is old-Jamaica in character, which is the appeal for some guests and not for others.

The good

  • The lowest per-room luxury anchor we publish, at $400 a night, with a 9.1 score
  • Villas come with their own cook, housekeeper and butler — the per-head cost falls as the party grows
  • The only entry here that genuinely suits groups and multi-generational families

The trade-offs

  • Room-only: food, drink and transfers are all extra
  • The value is in the villas; the hotel rooms are a weaker buy
  • Montego Bay is a working city, and the property is deliberately old-Jamaica in style

#4 · Best all-inclusive at the ceiling

Grand Velas Riviera Maya

Velas Resorts

9.2/ 10

The complete all-inclusive answer at the ceiling — a MICHELIN-starred restaurant and a Forbes Five-Star spa inside the rate, at $650 per person per night.

Grand Velas is the resort that makes the per-person basis worth reading carefully. At $650 per person per night it is $1,300 a night for two, which is over the headline ceiling — and it is still the best answer on this page for anyone who wants the thousand dollars to cover the week rather than the room. A MICHELIN-starred tasting menu and a Forbes Five-Star spa sit inside the all-inclusive rate, which is a combination no other inclusive resort we cover offers.

Our review scores it 9.2, and it appears on our value roundup precisely because the food is genuinely worth what an a la carte week would cost. There are effectively three resorts inside one property, each with its own ambience and its own butler and concierge assignment, so a couple and a family can book the same address and have different holidays.

The catch is the arithmetic above. If your budget is a hard $1,000 a night for the pair, this resort is outside it and Conrad or Rosewood are inside it. If your budget is $1,000 per person, Grand Velas is the strongest buy on the page by a wide margin.

The good

  • A MICHELIN-starred restaurant and a Forbes Five-Star spa inside the all-inclusive rate
  • Three distinct ambiences in one property, with butler and concierge assigned by zone
  • 9.2 in our review, and genuinely good value because the dining replaces a week of restaurant bills

The trade-offs

  • $650 per person is $1,300 a night for two — over the ceiling on a per-room reading
  • Large and busy compared with the room-only entries above
  • Sargassum exposure is a Riviera Maya reality; check conditions for your dates

#5 · Best for families

Beaches Turks & Caicos

Beaches

8.8/ 10

The family answer under the ceiling — a water park, kids' camps and gourmet dining on Grace Bay, at $450 per person per night.

Five of the seven entries on this page are either room-only or built around couples. Beaches Turks & Caicos at $450 per person per night is the family pick, and the only resort here with a water park, kids' camps and a dining bench aimed at children inside the same inclusive rate. Our review scores it 8.8, on Grace Bay, a short flight from Miami.

Children are discounted against the adult rate rather than charged in full, so a family of four lands below the straight multiplication of the headline — check the current child policy for your dates, because it changes. For a family who want everything paid for in advance and nothing to organize, nothing else under the ceiling competes.

The catch is scale and season. This is a campus, not a retreat, and Grace Bay in high season is busy. Two adults alone would be better served by almost any other entry on this page.

The good

  • The only true family resort under the ceiling — water park, kids' camps and gourmet dining in the rate
  • Grace Bay and a short flight from Miami
  • Children discounted against the adult rate, so the party total scales well

The trade-offs

  • Large and busy in high season
  • Wrong resort for two adults who want quiet
  • $450 per person is $900 for two — near the ceiling before any upgrades

#6 · Best inclusions per dollar

Sandals Grande St. Lucian

Sandals

9.0/ 10

The most complete inclusive rate on the page at $320 per person per night, with two butlers per overwater bungalow and transfers in the price.

At $320 per person per night — $640 for two, inside the ceiling — Grande St. Lucian is the entry that covers the most of your week for the least money. Scuba, airport transfers, gratuities, premium spirits, watersports and a published twelve restaurants are all in the rate, and our review scores the resort 9.0. It is also the only property on this page with overwater accommodation on site.

The overwater bungalows carry two dedicated butlers each, on call around the clock, which is the best butler ratio we cover anywhere at any price. For a couple who want a complete Caribbean week with no departure bill and a short flight, this is the efficient choice.

The catches are the door policy and the transfer. Sandals is couples-only, so friends and families cannot book, and Hewanorra is a long winding drive from Gros Islet at the island's north end. The overwater bungalows are an upcharge, not an inclusion — the $320 anchors a standard room.

The good

  • Scuba, transfers, gratuities and premium spirits inside the rate — the cheapest complete week here
  • Two dedicated butlers per overwater bungalow, the best ratio we cover
  • 9.0 in our review, with St. Lucia's only overwater rooms on site

The trade-offs

  • Couples-only — no friends, families or solo bookings
  • The overwater bungalows are an upcharge above the $320 anchor
  • A long winding transfer from Hewanorra

#7 · Best for a short flight

Sandals Royal Bahamian

Sandals

8.8/ 10

The cheapest flight to anything on this page, and a real butler tier at $300 per person per night.

The line this page keeps returning to is that the flight is the budget item nobody prices. Sandals Royal Bahamian is the answer to it: Nassau is fifteen minutes from an airport that takes cheap non-stops from most of the US East Coast, and the resort anchors at $300 per person per night with an 8.8 score. For a long weekend rather than a week, no other entry here comes close on total cost.

It also carries the most affordable genuine butler tier we cover, with Rolls-Royce airport transfers at the top room categories, and its own private offshore island giving the property a second beach that no walk-up guest can reach.

The catch is that Cable Beach is an urban beach and the entry room categories are plain beside the Mexican new-builds at the same money. It is couples-only, like the rest of the brand.

The good

  • The cheapest flight of anything on this page — Nassau takes cheap US non-stops
  • The most affordable real butler tier we cover, with Rolls-Royce transfers at the top categories
  • A private offshore island as a second beach

The trade-offs

  • Cable Beach is urban, not remote
  • Entry rooms are plain next to Mexican resorts at the same rate
  • Couples-only

At $1,000 a night you are choosing between two different products

This is the one decision the price point forces. Under $1,000 you can buy the top of the all-inclusive market — Grand Velas, Sandals Grande St. Lucian, Beaches — where the rate covers every meal, every drink, the tips and often the transfers. Or you can buy the bottom of the room-only luxury market — Conrad Rangali, Rosewood Mayakoba, Round Hill — where you are buying a plunge pool, an overwater deck or a staffed villa and paying for food on top.

Neither is better. They answer different questions. If you want to know the final number before you fly, the inclusive side wins. If you want the best room and the best setting for the money and you are comfortable with a variable food bill, the room-only side wins by a wide margin at this rate — our highest score under the ceiling, 9.3, belongs to a room-only resort.

Price the flight before you price the room

The $700 Maldives villa at the top of this page is the cheapest overwater room we score and the most expensive week on the page, because the journey from the US East Coast is twenty-plus hours and the seaplane or domestic transfer is charged separately. The $300 Bahamas resort at the bottom has the cheapest flight of anything here.

Run the arithmetic as flight plus transfer plus seven nights plus food, not as a nightly rate. On a seven-night trip for two, the gap between a cheap Nassau round-trip and a long-haul Male itinerary is routinely larger than the gap between the cheapest and most expensive room rates on this list.

Per person or per room — check every figure twice

Three of the seven resorts here quote per room per night: Conrad Rangali at $700, Rosewood Mayakoba at $675 and Round Hill at $400. Four quote per person: Grand Velas at $650, Beaches at $450, Sandals Grande St. Lucian at $320 and Sandals Royal Bahamian at $300.

Doubled for a couple, the per-person set reads $1,300, $900, $640 and $600 — which puts Grand Velas above the headline ceiling and leaves the two Sandals properties as the cheapest complete weeks on the page. Any under-$1,000 list that does not do this arithmetic for you is ranking two different units against each other.

Our picks — where to book

Frequently Asked Questions

Yes, at the room rate. Conrad Maldives Rangali Island anchors at $700 per room per night as of September 2026, which is the cheapest Maldives overwater villa in our registry. What takes the trip well above $1,000 a day is everything around it: the seaplane or domestic-flight transfer is charged separately, food and drink in the Maldives is the most expensive of any destination we cover, and the flight from the US is twenty-plus hours.
